CTDOT Is Developing Plans the 2026 Pavement Preservation Project in East Haddam, Lyme and Old Lyme
The Connecticut Department of Transportation (CTDOT) is developing plans for the Pavement Preservation Project for the 2026 construction season in East Haddam. This project involves applying an asphalt rubber chip seal treatment on Route 156 through Lyme and Old Lyme, beginning in East Haddam at the intersection of Route 82 (Mile Point 0.00) and ending in Old Lyme at the intersection of Route 1 (Mile Point 8.43). The purpose of this project is to preserve and maintain the condition of the pavement, bringing it to a good state of repair. This project will help the CTDOT achieve Transportation Asset Management Plan (TAMP) goals, through pavement preservation treatments that extend the overall pavement life and improve pavement performance.
The present schedule indicates that the design will be completed in August 2025, with construction anticipated to start in the spring of 2026, assuming acceptance of the project, availability of funding, receipt of any required right-of-way, and environmental permits. This project will be undertaken with one hundred percent (100%) State funds.
It is the CTDOT's policy to keep the public informed and involved when such projects are undertaken and important that the community share its concerns with the CTDOT to assist in the project's development.

NOTICE OF STATE ROAD CLOSURE –Road CLOSURE AND/OR DELAYS
State Project No. 0040-0149, Replacement of Bridge No. 01382 carrying SR 609 over Moodus River; Abandonment of Bridge No. 02703 carrying SR 609 over Abandoned Mill Race; and Rehabilitation of Bridge No. 02704 carrying SR 609 over unnamed brook in East Haddam
The purpose of the project is to address the structural deficiencies of Bridge Nos. 01382, 02703 and 02704.
The project involves the following:
Right-of-way impacts are anticipated to accomplish the associated project improvements. These impacts include temporary construction easements, partial takes, a drainage right-of-way, and a defined easement.
Construction is anticipated to start in the spring of 2028, depending on funding, right-of-way acquisition, and permits. The estimated cost is $12 million with 80% federal funds and 20% state funds.

This project is scheduled to occur on Tuesday evening, April 1, 2025, and be completed on Monday morning, November 3, 2025. Project, No. DOT01703650CN consists of applying epoxy pavement-markings at the locations below.
