The town of East Haddam hired an expert third party company, BETA Group Inc. to do a digital scan of all road segments in town. This was implemented to help us be more proactive vs reactive. The program goals and objectives were to conduct pavement condition assessment, understand roadway conditions & needs, evaluate repair strategies & benefits, establish estimated backlog of improvements and finally to develop a prioritized plan. Images of the roads in East Haddam were taken and then analyzed using machine learning technology to identify pavement surface damage such as cracks, potholes, and patching. The data is then scored from 0 – 100 (worst to best).
RSR Ranges
0-50 = Major Rehabilitation – Deficient Condition
50-65 = Minor Rehabilitation - Poor Condition
65-80 = Preventative Maintenance – Fair Condition
80-92 = Routine Maintenance – Good Condition
92-100 = No Maintenance Required – Excellent Condition
East Haddam tries to focus on those roads that have the worst pavement RSR ranges for the appropriate repair method. As done in previous paving seasons various treatments are utilized to slow the deterioration of moderately poor conditioned roads while addressing the worst roads.
