State Project 0040-0148 Replacement of Bridge 2698 Carrying Route 149 - Continuous Closure of Bridge Over Dykas Brook on Route 149 in East Haddam

The Connecticut Department of Transportation (CTDOT) is announcing that replacement of bridge over Dykas Brook on Route 149 in East Haddam. This project is scheduled to occur on Wednesday, April 1and be completed on Tuesday, October 20, 2026. The project 0040-0148 consists of demolition and replacement of Bridge No. 02698 and various improvements including new drainage structures and asphalt pavement.

CTDOT Project No. 0040-0148 was awarded to Dayton Construction at a cost of $2,558,885.00 on September 17, 2025 and is scheduled to be completed October 20, 2026. This project is administered by the Bureau of Engineering and Construction, Office of Construction, District 2 in Norwich.

 

LANE CLOSURE/DETOUR INFO

There will be a continuous closure off Route 149 From Monday, April 20 to Monday, August 17, 2026. Traffic will be detoured through Johnsonville Road and Leesville Road. Traffic control signing patterns will guide motorists through the work zone.

Motorists should be aware that modifications or extensions to this schedule may become necessary due to weather delays or other unforeseen conditions. Motorists are advised to maintain a safe speed when driving in this area.


State Project 0170-3756 – Speed Limit Signs on Local Rural Roads in Districts 1 & 2.  

This project includes upgrading and installing Speed Limit signs to increase visibility and awareness.

NOTICE OF STATE ROAD CLOSURE –Road CLOSURE AND/OR DELAYS

State Project No. 0040-0149, Replacement of Bridge No. 01382 carrying SR 609 over Moodus River; Abandonment of Bridge No. 02703 carrying SR 609 over Abandoned Mill Race; and Rehabilitation of Bridge No. 02704 carrying SR 609 over unnamed brook in East Haddam


The purpose of the project is to address the structural deficiencies of Bridge Nos. 01382, 02703 and 02704.

The project involves the following:

  • The full replacement of Bridge No. 01382 with a new twin concrete culvert with wingwalls.
  • The permanent abandonment of Bridge No. 02703, removing the existing headwalls and wingwalls, filing the remaining twin culvert with flowable fill, and placing roadway embankment fill that buries the inlet and outlet of the existing culvert.
  • The rehabilitation of Bridge No. 02704 consisting of concrete repairs to the culvert and construction of a naturalized open channel.
  • The widening of SR 609 to accommodate two 11’ lanes and two 7’ shoulders starting from Neptune Avenue and continuing east through the SR 149 intersection to tie into the project limit for State Project No. 0040-0148, south of the intersection.

Right-of-way impacts are anticipated to accomplish the associated project improvements. These impacts include temporary construction easements, partial takes, a drainage right-of-way, and a defined easement.

Construction is anticipated to start in the spring of 2028, depending on funding, right-of-way acquisition, and permits. The estimated cost is $12 million with 80% federal funds and 20% state funds.

Epoxy Pavement Marking Project on Various Limited/Non-Limited Access Roadways in Eastern Connecticut

CTDOT is announcing that an epoxy pavement marking project will be performed on various limited/non-limited access roadways Eastern Connecticut starting on Tuesday evening, April 1, 2025.

The Connecticut Department of Transportation (CTDOT) is announcing that an epoxy pavement marking project will be performed on various limited/non-limited access roadways Eastern Connecticut. This project is scheduled to occur on Tuesday evening, April 1, 2025, and be completed on Monday morning, November 3, 2025. Project, No. DOT01703650CN consists of applying epoxy pavement-markings at the locations below.
