COMMERCIAL, RETAIL, INDUSTRIAL, AND CERTAIN RESIDENTIAL PROPERTIES 

INCOME AND EXPENSE DISCLOSURE FORMS DUE JUNE 1ST

The assessor is required by law to establish the present true and actual value of all real property in the Town of East Haddam every five years.   The Town will implement the next revaluation of all property for the October 1, 2027 Grand List. When conducting the revaluation, the assessor shall use generally accepted mass appraisal methods which may include, among others, the income capitalization approach to value. 

 

Therefore, it is essential for the assessor to collect information regarding the income and expenses related to these properties to derive fair and equitable assessments. Any information related to the actual rental and rental-related income and operating expenses shall not be a public record and is not subject to the provisions of Connecticut General Statute 1-210 (Freedom of Information Act).

 

Pursuant to the provisions of Connecticut General Statutes (C.G.S.) §12-63c, the assessor has mailed income and expense disclosure forms to registered owners of commercial, retail, industrial, and residential properties over 6 dwelling units, to be completed and returned to the assessor on or before June 1, 2026.  

 

Upon determination that there is good cause, the assessor may grant an extension of not more than thirty days to file such information, if the owner of such property files a request for an extension with the assessor not later than June first.

 

Any real property owner who fails to file the forms requested by the assessor or files an incomplete or false form with intent to defraud shall be subject to a penalty assessment equal to a ten percent (10%) increase in the assessed value of such property.

The assessor is pleased to announce that owners of commercial, retail, industrial, and residential properties over 6 dwelling units, may file their income and expense data electronically using an online access code. Please refer to the form(s) mailed by the assessor containing this necessary code. Then, kindly open the online filing instructions document before proceeding to the online filing database.

Most commercial, retail, industrial, and residential property owners will be able to use the general income and expense forms that were mailed by the assessor. However, certain property types may have units of comparison, income, and expenses, that are not reflected in those forms, requiring the use of alternate specialized forms instead.
