Elections

East Haddam has one polling district.  

Elections are held at the Municipal Office Complex gymnasium, 1 Plains Road, Moodus pursuant to ordinance

Referendum location is not specified, they may occur at the Municipal Office Complex gymnasium or at the Old Town Hall, Town Street, opposite the First Congregational Church depending upon scheduling. The warning will identify the polling location.

Eligibility to vote. At any town meeting other than a regular or special town election any person who is an elector of such town may vote and any citizen of the United States, at least 18 years of age, who jointly or severally is liable to the town for taxes assessed him on an assesment of not less than one thousand dollarson the last completed grand list of such town.   CGS 7


ABSENTEE BALLOTING

Absentee ballot sets are to be provided by the municipal clerk beginning 31 days before an election, 21 days before a primary, or 19 days before a referendum, upon application properly made.  Blank ballots may be sent out to certain military persons beginning 90 days before a regular election and to Connecticut electors temporarily residing outside the U.S. and all military persons beginning approximately 45 days before a regular election, approximately 30 days before a primary and as soon as a complete list of candidates and questions is available before a special election.

Absentee ballot sets may not be mailed for referendum.

Absentee balloting is a two step process, a ballot set cannot be is issued until an application has been presented. 

To qualify for absentee voting, the applicant must declare, under the penalty of false statement, that they cannot vote at the polls for one of the following reasons:

  •       Voter’s Active service in the Armed Forces of the United States
  •       Voter’s Absence from the town during all of the hours of voting
  •       Voter’s Illness
  •       Voter’s Religious tenets forbid secular activity on the day of the election, primary or referendum
  •       Voter’s Physical disability

The Clerk’s Office is closed to the public until further notice.   
The following constitutes our plans so that we can continue to operate.

On Line Land Records:  Our land record images are free to view for the duration of the National Emergency.  East Haddam has images available from June 1983 to the current date.  Prior to that date, please call the Office, we will attempt to assist you. The web address is:  www.uslandrecords.com.  By changing the date in the date range to the current date you will have the most up to date information.  The date indicated is the date we are verified through (someone has to check the checker).

Recordings:  Please call 860-873-5027 for drop box instructions.  Please put your fax number or email with the recording so that we can forward the receipt with your recording information to you.  It would be preferable if you mail your recording. 

Sportsman’s Licenses

You may procure your licenses at www.ct.gov/deep/hunting
If you do not have a printer, we will be happy to print and mail the license to you once payment has been made via the on line option.  If you are entitled to a free license we will process the license and mail it to you upon request. Payments by cash or check can be made at the drop box window, and we will process your license through the box.

Dog’s Licenses

2020/2021 licenses go on sale June 1st.  We are asking that all licensing be processed through the mail this year.  The drop box is another option, but not ideal for mass processing.  Renewal notices will be mailed prior to June 1st.

Liquor Permits

Please call the office for instructions if you have a permit to file. 

Absentee Balloting

Presidential preference primaries have been rescheduled to August 11, 2020.  Ballots are not available at this time, accordingly, please process your application entirely through the mail at this time.

Notary Public service

Notarial services are being conducted at the Clerk window and through the tax collectors drop box.  Please call for additional information and to arrange for an appointment.

Vital Statistics

Copies of birth, marriages and death certificates will be processed through the mail only.  Please visit the Clerk’s website at www.easthaddam.org for the application and information on mail processing instructions.
